After you kill the RPG's, you'll fight Radec. Radec teleports, will usually teleport right behind you. To prevent death by knife, stay in a corner and just keep shooting him. If he teleports and starts running towards you, don't run away. Just stand there and keep shooting him until he teleports again. If, however, he teleports next to you, run backwards while shooting him. When he gets his health low enough, he will shoot at you from the balcony he was on.
Hide behind cover and shoot him. It doesn't take a lot of bullets at this point.
